The outcome of this survey will help the Association for Progressive Communication (APC) to develop and design ICT policy training materials and ICT policy pilot-courses aimed at building the capacity of civil society organizations. The goal is to train and educate civil society organizations to understand policies and regulations related to ICTs. This understanding is necessary for organizations to begin or continue to engage and influence policy processes which affect ICT adoption and implementation on national, regional and global levels.
